Call for 2020 TSAEE Conference and Papers

The Tanzania Society of Agricultural Education and Extension (TSAEE) is a professional association with membership from across academia,  Civil Society, public servants, the general public, and individuals. It regularly meets on annual basis to deliberate on policy and technological issues related to extension services and farmer empowerment. In its annual meeting in 2019, it drew an audience of 500 participants from many districts in Tanzania with support from partners including; Members (extension officers), Sokoine University of Agriculture, PORALG, Ministry of Agriculture, One acre fund, and Farm Radio. This year the conference will be held from 7th to 8th December 2020 in Dodoma. It is planned to be attended by representative extension officers from all regions and districts in Tanzania, Agriculture Sector Lead Ministries (ASLM), Sokoine University of Agriculture and Civil Society Organizations, farmers and pastoralists. The overall theme of the conference is the Contribution of Agricultural extension towards industrialization in Tanzania. Appointment of Chairpersons for Different Departmental Committees

The Head, Department of Agricultural Extension and Community Development has appointed chairpersons of different departmental committees for a three years term. The chairpersons will serve from Academic Year 2020/21 to 2022/2023. The appointed chairpersons are:

Dr. Innocent Busindeli has been reappointed as Head of Department

The Vice-Chancellor of Sokoine University of Agriculture, Prof. Raphael T. Chibunda, has reappointed Dr. Innocent Mathias Busindeli  as the Head of the Department of Agricultural Extension and Community Development. He has been reappointed to serve a three years term (i.e. from academic year 2020/21 to 2022/23). All department staff congratulate him and wish him good luck in leading our department.

IMG 20200619 WA0021Dr. Madaha has presented a paper online at the DSA Conference 2020. The international conference took place from June 16 to 19, 2020. The theme of the conference was, “New Leadership for Global Challenges Where and how leadership is emerging at global, regional and local levels to address critical issues?” Dr. Madaha's participation was sponsored by Development Studies Association of the UK. The title of the paper is “The Performance of Local governments in the delivery of Agricultural public services: the case of rural Tanzania”

Abstract of the Paper

The existing structure of Tanzanian local governments have not changed significantly as compared to the one established during the colonial British administration in 1950s. Using a case study approach, the article focuses on the effectiveness and efficiency of local government authorities in delivering public agricultural services in Tanzania. Overall, local governments, among other things, have failed to deliver public services effectively and efficiently in the agriculture sector as intended. Instead, they serve the interests of local elites including corrupt ones. For that reason, there is a call for a centralized welfare system with fewer amalgamated local governments to reduce expenses, rectify the shortfalls of the market economy in general and improve the performance of the local governments.  The paper contributes to the fields of local government, qualitative methodology and development studies.
